    Arizona Revised Statutes (ARS) contain laws governing education in Arizona. You’ll find these laws in ARS 15-101 to 15-2404.

    A. According to the Arizona Department of Education, homeschooling requirements fall under the jurisdiction of each county. A list of county school superintendents can be found here: Arizona Families for Home Education. (Note: AFHE is a private organization and is not sponsored by the state of Arizona.) For Maricopa County residents, the Maricopa County Education Service Agency lists requirements and laws for homeschool providers in Maricopa County.
    B. A homeschool is defined as: “a school conducted primarily by the parent, guardian or other person who has custody of the child or instruction provided in the child's home.” ARS 15-802.
    C. According to ARS § 15-828(B), you must provide the county superintendent with a certified copy of the child’s birth certificate. If the child to be homeschooled was born in Arizona, you may obtain a copy of his or her birth certificate from the Arizona Department of Vital Records. You also must file with the county superintendent an affidavit of your intent to homeschool. See ARS § 15-802(B)(2).
    D. “Nothing [in statutes] shall be construed to require the testing of children who are instructed in a home school program while they are receiving home school instruction,” ARS § 15-745(A). But if the child enrolls in a school after being homeschooled, then the child must be tested “to determine the appropriate grade level for the educational placement of the child.” ARS § 15-745(B).
    E. For the law on special needs children, see ARS § 15-763 and consult with the local school district to see what services are available to homeschoolers.
    F. A homeschooled student may participate in interscholastic activities under ARS § 15-802.01, but with certain conditions. For example, the student must try out for the activity and must maintain passing grades.
    G. Homeschooled students are not eligible for Empowerment Scholarship Account awards. See ARS § 15-2402(B)(5).
